Japan ruling party set to pick new leader (AP)

TOKYO ? Japan's ruling party was set to pick a new leader Monday to become the country's sixth prime minister in five years.

Five candidates are running to replace Prime Minister Naoto Kan, who is resigning after 15 months amid public criticism over his administration's handling of the tsunami disaster and ensuing nuclear crisis as well as disgust with political infighting.

The vote among 398 parliamentary members of the Democratic Party of Japan looked to be a face-off between former top diplomat Seiji Maehara ? favored by the public ? and Economy Minister Banri Kaieda, who has the backing of a powerful but scandal-tainted party kingpin, Ichiro Ozawa.

The vote will probably go to a run-off as no one is likely to win the 200 votes needed in the first round. The winner is almost certain to become the nation's next prime minister because the DPJ controls the more powerful lower house of Parliament.

Other candidates include Finance Minister Yoshihiko Noda, Agriculture Minister Michihiko Kano and former Transport Minister Sumio Mabuchi.

The new leader faces a host of daunting challenges, from the massive reconstruction after the March 11 tsunami and a surging yen to a ballooning national debt and resolving a nuclear crisis that has dislocated 100,000 people.

Also, he must contend with a divided parliament, which could be a recipe for gridlock. The opposition won control of the upper house last summer.

Few striking differences among the five candidates emerged during a weekend debate and joint news conference, which were heavy on rhetoric but scant on concrete proposals. All of them promised to revive Japan's sluggish economy and more government support for the reconstruction effort, while agreeing that it was premature to raise the 5 percent sales tax.

In one contrast, Maehara, a former foreign minister, proposed a halt to the building of new nuclear reactors and a phase-out of atomic power over 40 years. Kaieda, whose minister is in charge of promoting nuclear energy, said he planned to decommission aging nuclear plants found to have problems during stress tests, but did not detail his vision for the future of atomic energy.

Maehara and Noda also suggested they might seek a grand coalition, perhaps on limited basis, with key opposition parties, an approach Kaieda rejected.

The leadership vote could turn out to be mainly a reflection of the DPJ's factional power struggles, further turning off the Japanese public to politics.

The telegenic Maehara, a 49-year-old defense expert and China hawk, was the front-runner until Kaieda won Ozawa's support.

Ozawa, 69, who is known for savvily engineering elections, is embroiled in a political funding scandal, but his presence has still hung like a shadow over the party leadership campaign.

Kaieda, a 62-year-old former television commentator on economic matters, was key in efforts to bring the nuclear crisis under control and to lead a safety inspection of nuclear plants. He has shown he can be tough, firing three officials in charge of nuclear safety, a move that could help appease the outrage among voters about regulators' cozy ties with the industry.

Maehara has technically violated election laws by unknowingly accepting donations from a foreigner ? a problem that could bring him down if the opposition decides to pursue that in parliament. He stepped down as foreign minister earlier this year over that scandal, but has defended his decision to run, saying he did nothing wrong.

Legislators, therefore, may decide to support other candidates, such as the fiscally conservative Noda, some experts say.

Merkel stands by embattled German foreign minister (AP)

BERLIN ? Chancellor Angela Merkel is standing by her foreign minister even as he faces mounting criticism for his reluctance to acknowledge the role played by NATO airstrikes in forcing the downfall of Libyan dictator Moammar Gadhafi.

While France's foreign minister said Monday the two neighbors have "turned the page" on their differences over the airstrikes, Foreign Minister Guido Westerwelle faced dismal headlines at home. Der Spiegel magazine's website led with a story on him headlined: "It's over."

Westerwelle has been the target of sharp criticism after failing last week to credit NATO for giving decisive support for Libya's rebels ? instead insinuating for days that German-backed sanctions against Tripoli had played a key role.

Germany decided against taking part in NATO's military campaign in Libya and also abstained in the U.N. Security Council vote that authorized the mission ? a move that set it against its traditional western allies.

That appeared to be one reason for an attack on Germany's current course last week by former Chancellor Helmut Kohl, who said that his country "must urgently return to our old reliability" and wondered "where Germany stands today and where it wants to go."

At a joint appearance Monday with French counterpart Alain Juppe ? whose country helped lead the push for airstrikes ? Westerwelle said Germany has "great respect" for the role played by France and other NATO allies.

That echoed comments Westerwelle made Sunday, when he said he was "glad" Germany's allies had helped Libyan rebels through their bombing campaign. But the minister only changed his tune after other officials, and members of his own Free Democratic Party, had pointedly thanked NATO for its actions.

Juppe tried to play down the issue, focusing instead on future cooperation in rebuilding the North African country.

"We had the same aim: to allow the Libyan people to recover their freedom," he said after meeting Westerwelle.

"We did not have the same approach on the means of getting there," he said. But "today, this page has been turned, and we are side by side to help the Libyans build the Libya of tomorrow."

Merkel's spokesman Steffen Seibert insisted Monday the chancellor's relationship with Westerwelle is based on "trustful cooperation." He refused to be drawn on further questions over the minister's future. Westerwelle himself was silent on the issue.

Members of the opposition, however, suggested that he should go.

"Who is supposed to take a foreign minister who has been cut down to size by his own people seriously internationally?" asked Gernot Erler, a member of the opposition Social Democrats.

Westerwelle's role on the domestic stage had already diminished after he resigned as leader of the FDP, the junior partner in Merkel's coalition, and as vice chancellor earlier this year ? succumbing to anger over dire poll ratings and poor state election results.

The party's new leaders, however, appear reluctant to shake up the unpopular government again by removing him.

Laughter has positive impact on vascular function

ScienceDaily (Aug. 27, 2011) ? Watching a funny movie or sitcom that produces laughter has a positive effect on vascular function and is opposite to that observed after watching a movie that causes mental stress according to research conducted at the University of Maryland School of Medicine in Baltimore, Maryland.

"The idea to study positive emotions, such as laughter came about after studies had shown that mental stress caused blood vessels to constrict," says Dr. Michael Miller, Professor of Medicine and lead investigator.

In their initial study more than 10 years ago, 300 men and women with or without heart disease completed a questionnaire related to situational-humor. For example, if you went to a party and saw someone wearing the same clothes as you, on a scale of 1 to 5 (ranging from not funny at all to very funny) how would you respond? The volunteers with heart disease were 40% less likely to find these situations funny. Even though this study was unable to prove whether a humorous response to situations in daily life may protect against heart disease, (or the lack of such a response is more common after a heart attack), it led to the next series of studies testing whether laughter may directly affect vessel function.

In this manner, volunteers watched segments of a funny movie, such as "There's something about Mary" on one day and on another day watched the opening segment of the stressful movie "Saving Private Ryan." Each volunteer served as his or her own control.

When study volunteers watched the stressful movie, their blood vessel lining developed a potentially unhealthy response called vasoconstriction, reducing blood flow. This finding confirms previous studies, which suggested there was a link between mental stress and the narrowing of blood vessels. However, after watching the funny movie, the blood vessel lining expanded.

Overall, more than 300 measurements were made with a 30-50% difference in blood vessel diameter between the laughter (blood vessel expansion) and mental stress (blood vessel constriction) phases. "The magnitude of change we saw in the endothelium after laughing was consistent and similar to the benefit we might see with aerobic exercise or statin use" says Dr. Miller.

The endothelium has a powerful effect on blood vessel tone and regulates blood flow, adjusts coagulation and blood thickening, and produces chemicals in response to injury and inflammation. It also plays an important role in the development of cardiovascular disease.

"The endothelium is the first line in the development of atherosclerosis or hardening of the arteries, so it is very possible that laughing on a regular basis may be useful to incorporate as part of an overall healthy lifestyle to prevent heart disease. In other words, eat your veggies, exercise and get a good belly laugh every day" says Dr. Miller.

Although the results of the brachial artery blood flow measurements appear to make a connection between laughter and vascular health, more studies are needed. "What we really need is a randomized clinical trial to determine whether positive emotions reduce cardiovascular events above and beyond today's standard of care therapies," concluded Dr. Miller.

This research was presented at the European Society of Cardiology Congress in Paris August 28, 2011.

(AP) ? Lorena Villareal Elizondo went to meet a friend at the Casino Royale, a popular low-cost lunch spot, when armed men burst through the door shouting: "Get out! Get out! We're going to burn everything!"

It was only 19-year-old Carla Maria Espinoza Vega's second day at work at the casino when the intruders sprinkled accelerant around the front door and set the building on fire.

Friends and family mourned Villareal, a 39-year-old mother of three, at a visitation Friday, while Espinoza's mother filled out paperwork to retrieve her body.

Mexicans have endured plenty of horrific crimes during their country's bloody five-year war against drug gangs. But the arson in the northern Mexican city that killed 52, mostly women, was a macabre milestone in a conflict that's claimed more than 35,000 people since 2006, according to government figures. Others put the toll near 40,000.

The victims this time weren't cartel foot soldiers or migrants resisting forced recruitment by gangs, as were the cases in other attacks. They were workers or customers who liked to lunch or play bingo and slots in the afternoons in an affluent part of town.

"She was my baby," said Espinoza's tearful mother, Guadalupe Vega, as she waited at the morgue.

"She was like my sister," said Villareal's cousin, Guadalupe Elizondo Gracia, outside a giant funeral home that drew hundreds of mourners to a half-dozen visitations Friday night.

In a nationally televised speech, an angry President Felipe Calderon declared three days of mourning and labeled the attack the worst against civilians in the nation's recent history.

"We are facing true terrorists who have gone beyond all limits," said Calderon, who also announced he is sending more federal forces to the city of 1 million people. "Today, Mexico is upset and saddened and we have to transform this sadness and this grief into courage and valor to face ... these criminals."

Hours later, he appeared in front of the burned-out casino and place a large wreath and observe of moment of silence.

A surveillance tape released Friday showed eight or nine men arriving in four cars and carrying canisters into the building, which was engulfed in flames in little more than two minutes as people tried to flee in panic.

Calderon offered a $2.4 million reward for information leading to their capture, the same amount offered for the arrest of top drug lords. Authorities had sketches of three of the men based on interviews with 16 survivors of the fire, said Jorge Domene, Nuevo Leon state security spokesman.

He also said officials had located three of the four vehicles in the video, dumped around various parts of the city. All had been reported stolen.

Authorities said they are still investigating whether the exits were blocked. But many bodies were found in offices and the bathrooms, indicating they were expecting a shootout.

"They sought places to protect themselves from firearms," said Jorge Camacho Rincon, civil protection director for the state of Nuevo Leon. "They went running to closed areas."

Most died of smoke inhalation and were found clutching cell phones in their hands, a law-enforcement official who wasn't authorized to be quoted by name told The Associated Press.

In the streets around the casino on Friday, people said the latest violence deepened their sense of vulnerability. In recent years, the city has been ensnared in a turf battle between the Gulf cartel and its offshoot, the Zetas, and is on track for record levels of killings this year.

The casino was attacked twice before. In May, gunmen strafed it from the outside. Last month, gunmen killed 20 people at a bar.

"What happened last night was the limit," said a man nursing a Coke at a hamburger stand across from the city's morgue, where families streamed in all night to identify bodies. Like many people, he refused to give his name out of fear.

"We don't know how to protect ourselves or whom we're talking to," he said. "We don't have security right now."

The attack resonated across the country because many of the victims were from the middle class, so far mostly untouched by violence, said Jorge Chabat, an expert in safety and drug trafficking at the Center for Research and Teaching in Economics.

"We're talking about an attack on a civilian population of a certain income," he said. "Because who was there was from the middle class, the upper middle class of an important city in Mexico."

Villareal, who had a travel agency near the casino, intended to meet a friend for lunch, but the person had just left by the time she arrived, said Francisco Medina, 41, a close friend and neighbor who also came to the visitation packed with people and giant flower wreaths.

"She decided to stay and eat alone when the bad luck came," he said.

"That was one of the things I said last week I was really looking for our offense to do, just get into a rhythm and establish some longer scoring drives," said Bradford, who started 8 of 8 for 76 yards with two TD passes. "To come out and do that on the opening two series was really nice to see."

Especially since it was downright hard to see.

Two banks of lights went out at Arrowhead Stadium in the first half, although there was just enough daylight that the teams managed to keep playing. Backup generators at the stadium kicked in and the lights came back on, but the Chiefs never found a jolt of electricity to get them going.

Quarterback Matt Cassel was 6 of 13 for 59 yards and was sacked for an 11-yard loss, while their top-ranked rushing attack produced just 14 yards on six first-half attempts. Jamaal Charles and Thomas Jones, who combined for 2,363 yards rushing in 2010, each carried twice for 8 total yards.

Jackson had that much after his first carry.

He finished with 15 carries for 72 yards, including a 25-yard scamper on the opening play of the game. The three-time Pro Bowl running back, who managed only 10 yards on six attempts last week against Tennessee, played the entire first half along with the rest of the Rams' starters.

"We definitely wanted to come out and set the tone for the game, get into a rhythm for the offense, especially the running game," Jackson said. "We really wanted to get out and set a tone."

They sure accomplished that.

The only highlight in the first half for the Chiefs was linebacker Derrick Johnson, who dropped several would-be interceptions a year ago. He leaped in front of Bradford's misguided pass late in the first quarter and held on at the Rams 7. Kansas City wound up going a single yard ? in the opposite direction ? before settling for Ryan Succop's 26-yard field goal.

As poorly as the Chiefs played, they still had a chance to win the game.

They drove inside the Rams 5 with just over 3 minutes left, but three straight passes by backup quarterback Tyler Palko were broken up. Succop came on to attempt a field goal ? which would have only made it 14-13 ? to a round of boos from the sparse home crowd.

The kick was promptly blocked.

Then there were the penalties, which derailed several promising drives. Offensive tackle Barry Richardson was called for holding three times, only one of which was accepted, and rookie guard Rodney Hudson also was caught holding after Johnson's interception set up prime field position.

"We have to be more disciplined," Cassel said. "We can't have the penalties because that puts us in a tough spot, because you get yourself in third-and-long situations. It's hard to convert in this league on third-and-long. We just have to do a better job offensively trying to stay out of those situations and be more disciplined."

With their big offensive line clearing holes, the Rams pounded out 170 yards rushing one week after getting stuffed by the Titans. Even when they faced third-and-19 on their opening series, a bad breakdown in coverage allowed Bradford to connect with Brandon Gibson for a first down.

Bradford found Mike Sims-Walker from 6 yards out moments later for a 7-0 lead. The Chiefs went three-and-out on their next possession, and the Rams marched 60 yards for another score. This time, Bradford connected with rookie tight end Lance Kendricks on an 11-yard TD pass.

"We got that game going in the wrong direction defensively," said Todd Haley, 1-10 in preseason games as the Chiefs' head coach. "We just couldn't get settled in for the first two drives."

Things got marginally better for Kansas City in the second half, though by that point the starters had their helmets off and the outcome was left to backups trying to make the team.

Backup cornerback Travis Daniels foiled a promising drive by St. Louis when he picked off A.J. Feeley's pass midway through the third quarter.

Fifth-round draft pick Ricky Stanzi, who is battling Palko for the Chiefs' backup quarterback job, led Kansas City on an 81-yard drive that he capped with a 32-yard TD pass to tight end Cody Slate.

Palko was 7 of 12 for 92 yards, while Stanzi finished 8 of 14 for 121 yards and a score.

"We've got limited time left," Haley said, alluding to the first round of roster cuts due Tuesday. "I believe in our guys. I believe in the group we have. But some things are going to have to improve here pretty quickly. ... I believe if we do that, we'll have a chance to be a competitive team."

Notes: St. Louis gained 44 yards rushing vs Tennessee. Jackson surpassed that total in his first series. ... P Dustin Colquitt might have been the Chiefs' top performer. He put four punts inside the 10. "The punter continued to do a good job," Haley said. ... Chiefs WR Jonathan Baldwin, their first-round draft pick, missed his second straight preseason game because of a thumb injury.

You may or may not be familiar with the term lean production. It?s an enormously successful manufacturing practice first used in the automobile industry that minimizes the use of materials, time, and effort while generating the maximum possible amount of value to the customer (?value? meaning whether the customer will buy something or not).

As we repeatedly say in both our book and in our training, customers are a company?s sole reason for being and its only source of revenue. As Peter Drucker said, ?Customers pay only for what is of use to them and gives them value.? That?s why step 5 in our strategic planning template focuses on the value of your plan?s vision to your customers. If they don?t value your vision, they are certainly not going to bankroll it.

While identifying customer benefits in your strategic plan is vital to its success, it?s just as important to do so in your day-to-day operations. So much of the time we get caught up doing stuff (tasks, processes, procedures) without thinking about the value. It?s always a useful exercise to ask yourself and others in your company, ?What value does X provide to our customers?? If you can?t come up with an answer or if the answer is ?That?s the way we?ve always done it,? then you need to hit the STOP button and think it through. Consider eliminating whatever it is or reworking it so there is a meaningful customer benefit.

Scientists at Yale University have developed the first practical method to create a compound called huperzine A in the lab. The compound, which occurs naturally in a species of moss found in China, is an enzyme inhibitor that has been used to treat Alzheimer's disease in China since the late 1990s and is sold in the U.S. as a dietary supplement to help maintain memory. Scientists believe it could also potentially combat the effects of chemical warfare agents.

Until now, researchers have only been able to derive small amounts of the compound directly from the Huperzia serrata plant, or had to resort to lengthy and cumbersome methods to synthesize it in the lab.

Now researchers at Yale have developed a practical and cost-effective method to synthesize huperzine A in the lab. The process requires just eight steps and produces a yield of 40 percent. Previously, the best synthetic techniques had required twice as many steps and achieved yields of only two percent.

"Being able to synthesize large amounts of huperzine A in the lab is crucial because the plant itself, which has been used in Chinese folk medicine for centuries, takes decades to grow and is nearing extinction due to overharvesting," said Seth Herzon, the Yale chemist who led the research, which is described in the Aug. 25 issue of the journal Chemical Science.

In some places, huperzine A can cost up to $1,000 per milligram. Herzon and his team produced several grams of the compound in their lab and are capable of creating much more. They believe they will be able to drive the cost down to just 50 cents per milligram (a projected typical dose is about one milligram per day), and have partnered with an industrial firm to help produce it on larger scales.

The firm plans to comprehensively evaluate the therapeutic potential of huperzine A by conducting clinical trials for several different neurological disorders in the U.S. In addition, the Herzon lab and the firm are working with the U.S. Army, which is interested in huperzine A's potential in blocking the effects of chemical warfare agents, he said. The compound has been shown to protect primates against chemical warfare agents, without side effects.

Other Alzheimer's treatments based on enzyme inhibitors are currently prescribed in the U.S., but huperzine A binds better, is more easily absorbed by the body and last longer in the body than other treatments, Herzon said.

"We believe huperzine A has the potential to treat a range of neurologic disorders more effectively than the current options available," Herzon said. "And we now have a route to huperzine A that rivals nature's pathway."
